Dear Local Officials:

I would like to express the support of the Department of Natural Resources for the proposal to create the Dane County Council of Governments. We are very concerned about the statutory provision to eliminate the current regional planning commission in October of this year. If this occurs without a replacement organization, development planning within Dane County will be chaotic.

The Department has repeatedly stated that we cannot assume a local planning agency role, nor do we think it appropriate to act in this local planning capacity. Regulatory reviews of sewer service area modifications will continue. However, it is unclear how quickly we would be able to review development plans if given that responsibility. We would likely need guidance from current Dane County public officials on how to prioritize the projects received for review.

I cannot guarantee the Department can assume any additional responsibilities at this point given tight budgets. I suspect and regret that we would not be able to perform the technical analysis or the public involvement activities that the existing planning commission and staff currently conduct. Without a local entity doing this work, local governments, developers, home owners and advocacy interests will be unhappy with the pace and the process for project reviews.

We strongly support the current proposal to create the Dane County Council of Governments. The creation of this council would maintain local responsibility for reviewing and recommending approvals of new development projects in Dane County. We look forward to working with you in the creation and implementation of this council process.
